Test every law before you live in it. A new rule runs on a small scale first, in public, before it reaches everyone.
Publish the postmortem. When a policy breaks, say what broke, who it hurt and what changes. No blame, just the fix.
Name who it leaves out. Every promise says who it is for, and who it isn't. Then somebody counts.
